Or leave the rubbish there for the cleaner to sweep.. and hopefully the cleaner will complain to the supervisor... supervisor will then tell the Town Councillor.. then Town Councillor will call the guilty parties in for a meeting...
Or you can call the rubbish throwers and kindly request them to stop the act...

I am very frustrated by this rubbish too! Anything we can do to prevent such rubbish?
Well you can call Town Council yourself.
